Two Russian missiles hit an administration building in Freedom Square in Ukraine’s second-largest city of Kharkiv on Tuesday, leaving 10 dead and 35 injured; officials predict the toll will rise. President Volodymyr Zelensky quickly classified the attack as a “war crime.” 

“The strike against Kharkiv is a war crime. This is state terrorism on the part of Russia,” Zelensky said in a video statement Tuesday. “No one will forgive. No one will ever forget,” the president said of the “frank, undisguised terror” on a square with “no military” targets.

“The caught-on-camera hit came amid chilling reports that Russia had also used cluster bombs and vacuum bombs in the fierce assault on Kharkiv, a city in the country’s northeast of about 1.5 million. A maternity ward was relocated to a shelter amid an intense night of shelling,” the New York Post reports.

“Freedom Square was hit by a cruise missile,” Ukrainian Interior Ministry adviser Anton Herashchenko said in an update on Telegram, according to CNN.

“There was a second hit by a similar rocket that hit the building after the rescuers arrived (in 5-7 minutes). One third of the administration building fell,” Herashchenko said as he revealed 10 bodies had been found.

“The rubble is being cleared and there will be even more victims and injured,” he warned.
